Protect Cap-and-Trade Funding for Public Transportation

The California Transit Association is a trade organization that represents 220 organizations, including public transit agencies, intercity passenger & commuter rail agencies, transit allies & support groups, and transit industry suppliers. Our membership includes some of the nation’s largest transit agencies operating in dense urban environments, as well as dozens of medium and small agencies serving suburban and rural areas.

Together, we are united in our advocacy to support the reauthorization of the Cap-and-Trade program through 2045 and to maintain ongoing investment from the Greenhouse Gas Reduction Fund (GGRF) in transit programs.


Our Priorities

  • Reauthorize the Cap-and-Trade program this year through 2045
  • Honor all existing GGRF investment commitments to transit programs
  • Maintain at least current levels of GGRF investment in transit programs through 2045
  • Ensure any dedicated high-speed rail funding supports current regional rail corridors to prepare for high-speed implementation throughout the state
  • Streamline grant administration and establish greater funding flexibility in transit programs

ADVOCACY RESOURCES


In 2014, California established the Transit and Intercity Rail Capital Program (TIRCP) and Low Carbon Transit Operations Program (LCTOP) directing 10% and 5% of annual GGRF revenues to these programs, respectively, to reduce emissions from the transportation sector and transform the state’s public transportation network. The programs have had positive benefit statewide.


Climate Safe Infrastructure Coalition

The California Transit Association has partnered with labor, business, and local government leaders statewide to advocate for extension of the state’s Cap-and-Trade program.  Together, the Climate Safe Infrastructure Coalition is advocating for reauthorization priorities centered around investments in infrastructure that maximize emissions reductions, enhance climate safety and support jobs.
